Interface user and orderline licenses

Hello, I have the following license question in D365F&O:
* With FSCM, the interfaces are controlled via an interface user. This user requires a license (usually a full user).
* Incoming data from peripheral systems must also be licensed via the orderline license.
Question: is this not double licensing? Do we really need to license the user and the data from the peripheral system?
