Can you explain what's the relationship between the licenses of Dynamics 365 CE, Power Platform
(PowerApps, Power Automate), and O365? Is there any overlap or replacement for them?

Dynamics 365 licenses they have special rights of use for Power Apps and Power Automate, all the details are in the guides shared. As well, Office 365 plans related to Power Apps and Automate.
