Can't use CreateValidationRule

I have to do some option in excel like this

but CreateValidationRule can't be use in extension

Is there any other way to do it?

    You could create an enum or an array variable. A case statement will then be needed to see if the value being added to the excel buffer fits into the select options you want to handle

    My purpose is to allow users to directly select through the drop-down, not just need to verify the data
