Using Fulfill All when a Single Site Selected in sales Order Fulfillment

The users select the site that they wish to fulfill in the Sales Order Fulfillment Window. They verify that only items for that site are listed. When they click "Fulfill All", all sites on the order are fulfilled, not just the one selected. I have tested this on GP 2013 and on GP 10 and it also fulfills all sites even when only 1 site is selected. According to About This Window:

Fulfill All button - Fulfills all item quantities displayed in the window. If serial- or lot-numbered items are displayed and serial or lot numbers haven't been selected, you can select those numbers as fulfillment occurs. If there are items that haven't been allocated, those items won't be fulfilled and will appear on an exception report when you close the window.

Is there a setting that is causing this to happen? Since it is fulfilling all quantities, including those not displayed in the window, this appears to be a bug. I know the users can manually enter the Fulfilled QTY and then just click "Save" but they have a huge volume of orders and this really does not work for them. Have we set something up incorrectly? If not, when is this scheduled to be fixed?
