Hello,
I want to impersonate custom workflow with admin user but context user does not have access to get admin user to impersonate.
Any ideas how to do ?

should be easy you just have to pass the workflow owner id to organaizationservice: www.inogic.com/.../scenario-where-impersonation-in-custom-workflow-can-be-used-for-dynamics-crm

othwerwise simply retrieve the guid of the required user and use it.
on top of what Rawish suggested, i would recommend you read Microsoft's official guideline on Impersonating a user.
It may not be a good idea to use System Administrator role to impersonate, you could have a security role only with the necessary elevated permission to do the job.
And I would also recommend using the Delegate OOB security role. Please follow the link below
