Setting up assets with existing depreciation, declining balance not calculating correctly

I cannot figure out how to make declining balance depreciation calculate correctly on the first implementation of the FA module in an existing database.

Background

Company has been using BC for a couple years, and now wants to utilize FA functionality. Assets are already in service and have been depreciating for years (balances in cost and accumulated amortization).

I have set up asset cards and posted the relevant FA journals. Cost, accumulated amortization, and NBV all report correctly.

Problem

When I try to calculate declining balance, it is using the cost only instead of net book value. (eg. Cost 1000, AA 500, depreciation should be 20% of NBV or 100 but is showing as 200)

    Company has a Sept 30 year end. Would assets have to be added as of Sept 30 last year for declining balance amortization to calculate correctly for the new fiscal period?
