Outlook client for CRM cannot load records

We have CRM 2013 on-prem and are running Outlook 2016 on Windows 10. Recently we couldn't use the configuration wizard to setup the CRM for Outlook-plugin but that issue was solved after we uninstalled the Plugin Profiler. It is now possible to setup the client again and the CRM tab is showing correctly in Outlook. But when you click on the left side panel to see contacts or any other entities no records are loaded.. In the upper left corner it just says: "Waiting for a CRM page to load..". Whats really odd is that the users can create new leads so there seem to be a connection to the CRM though..

From the trace log I get the following message:

Process:Microsoft.Crm.Application.Outlook.WebFormsHost |Organization:00000000-0000-0000-0000-000000000000 |Thread: 1 |Category: Shared |User: 00000000-0000-0000-0000-000000000000 |Level: Error |ReqId: | OutlookClientContextFactory.OutlookContext ilOffset = 0x2

Some post suggested to add an empty file named:

Microsoft.Crm.Application.Outlook.WebFormsHost.exe.config

in this folder:

C:\Program Files\Microsoft Dynamics CRM\Client\res\web\bin

But it did not work..

The Outlook plugin version is the same as the CRM : 6.1.0004.0145

Do anyone have any suggestion about what to try next?
