Movement of Type Difference on the Bank Reconciliation

Hello,
i am trying to add a movement of Type = Difference on the Bank Reconciliation, but it does not let me post the Bank Reconciliation.
It says application needs to be applied.
 
 
 
On the previous versions, we did not need to make applications to these movements. Is this a bug?
