Is it possible to establish user security for dimensions, where certain users cannot post to certain Dimension Codes or Values?

Yes, using security filters. Create a permission set with read access to the Dimension and Dimension Value tables, then add security filters. You can also look at configuring Allowed Values against default dimensions table.

Though you might be able to accomplish with permission sets, that's a bit of setup work to do. It is probably your only option without customization.
The real control is at your chart of accounts and controlling dimension posting by account which is not what you are wanting with restricting dimension selection and posting by user
