Managed Solution - what options do we have for controlling user access?

If we sell a managed solution what are our options for controlling how many users have access to the solution?  Example: if we are selling a solution for $5k/user, the end client has 400 users but only 10 need our solution.  How do we ensure that the client pays for all users that use the solution.

    My thoughts are these:

    1. You could use online activation.  Include a plugin that "phones home" to a public web service you develop to check active users. (maybe have it check nightly if you don't want to impact customer experience)

    2. Set up a relationship to Users to your Activation/License entity to include the users allowed to use items.

    3. Your plugins (any maybe web resources) in your solution should check that relationship before executing to make sure they are licensed. (make sure your failure path has a good info popup so they know why they don't have access)

    That's my first pass on how you could set up user access.  Just make sure you don't have it load on vanilla forms or anywhere an unsuspecting/innocent CRM user would run into it.
