Dimension Displaying Incorrect Values or No Values

When processing a transaction the dimension values display incorrectly in that values of other dimensions show up in the list for selection on one dimension and then the other dimension's list of values is blank.  I've tried running the start on the sequential menu option in General Ledger Setup which fixed this once before but it's not helping today. Any advise would be great.  Thanks.
