Email Tracking - "Number of digits for incremental message counter" setting not working

We are trying to configure our settings for Email Tracking.  Under Settings, Administration, System Settings, Email tab there is a an option for Number of digits for incremental message counter.  We are setting that to the maximum value of 9 so that we do not generate duplicate tracking ID which has been a problem for us.  When we change that setting for some reason it is only working for a few of our users. 

Does something need to be done to propagate this change for all our users?

    From Microsoft support, below are the steps which we used to resolve this issue.  This had to be run on each user's computer that was experiencing the problem. 

    1. Go to C:\Users\<username>\AppData\Roaming\Microsoft and rename the folder MSCRM to MSCRM_Old.
    2. Go to C:\Users\<username>\AppData\Local\Microsoft and rename the folder MSCRM to MSCRM_Old.
    3. Close Outlook and Open Configuration Wizard from Start Menu/Start Search.
    4. Delete the existing Org and Add it back
    5. Open Outlook again and test it again.

    Hello Jeff,

    As we are making changes Under System Settings it will be applicable to all users by default.

    As you informed that for some users it is not working can you elaborate the behavior with an example?
