HQ Client error 70 access denied

I have an issue with HQ client after installing FP1 and SP4. I have no problems in RMS and access db.  The problem is when I launch the Hq Client I get a log file error 70 permission is denied and HQ client wont start.  I have 7 installation with the same problem after the upgrade. I have tried repairing the client from the disc and tried reinstalling the FP1 and Sp4.   Any help would be appreciated

    Gooood Lord a reboot took care of it!!!!!!  WOW 3 hours later!
