    Yes i got the solution to this problem.

     If you remember then during CRM installation it creats five new groups in the Active directory.

    PrivReportingGroup {xxxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxxx}

    PrivUserGroup {xxxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxxx}

    ReportingGroup {xxxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxxx}

    SQLAccessGroup {xxxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxxx}

    UserGroup {xxxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxxx}

     Where x represents you Organization ID in CRM.

    Go to those groups in the active directory. right click on the group, click on Properties, goto Security tab in the pop window.

    Now here add the user and grant him full permissions. Repeat this step for all the other groups.

    Now try to create new organization through Deployment Manger. If you still face the problem then just uninstall the CRM but don't delete its database and then again reinstall the CRM with existing database.

    This will allow you to create new Organization in the CRM.

    Thanks -

    I come in mind that we actually had this issue earlier at a customer and came accross the same solution with assistance from ms support.

    I will try it right away - and get my blog going, so we can link to this post.

    Ok - It didn't do the trick.

    This did: http://support.microsoft.com/kb/916164

    Hope it will be fixed in a nearby future rollup...... Deployment error back from 3.0 !!!!!
