Copying Permissions and Profiles.

HI all,
when upgrading and migrating from ON-Prem to the Cloud do we have to manually copy all the user permissions and profiles? I.e., download from on-prem and then upload to the cloud?

    Until V22 you had to manually copy them, but in V23 they can now be copied automatically: Retain permissions when enabling cloud migration | Microsoft Learn
