Purging inactive customer records

Can anyone give me some advice on how to purge customer records - short of deleting each one manually?  We have almost 30,000 records that are inactive.  I have database administrator access to the data so I can run sql statements against the tables.  We would be looking at last activity date and checking that the balance was 0 before deleting.  Has anyone else done this or is there a procedure already out there that I can use?
