It could mean the system cannot access the file in the Add-Ins folder or the file is locked:
%ProgramFiles%\Microsoft Dynamics NAV\<<version>>\Service\Add-ins\BusinessChart
If this is a supported release of Dynamics NAV, feel free to raise it to Microsoft so we can assist.
