Hello All!! is there a way I can set a feature where if a user is inactive for 30 minutes that GP will log that user out? or a feature that would get close to what I want to do.

Rockton Software has a GP Toolbox, which includes logging off inactive users as one of its features:

To Expand on Harry's response, out of the box in GP there's no way to do it. You'll either need a 3rd party (Like Harry mentioned) or customization.
I have looked at the manual, because we have that same scenario where users do not log off properly.
If a user is in a batch, SOP or RM, how will it affect those transactions?
If a user is in a batch, and their session is terminated abnormally, then the worst case scenario is a batch stuck in posting, busy, marked, locked, edited error. This is a fairly common tech support issue with a very straight forward resolution outlined in the Knowledge Base article at this link:

Basically, you have to remove the locks and reset the batch status. There is an automated fix from Microsoft, or some SQL Scripts can be used.
