Is it possible to have the Carry-over of Vacation occur at two different dates in a year for two different groups of employees?
For example, one group of employees carry-over is processed at 12/31, and another group is processed at 06/30?
The PTO Utility for year end processing doesn't allow selection of a specific group of employees.

I started typing two different replies on ways to accomplish your needs, both times finding weaknesses in the approach. That being said, you may want to check out PTO Managers "big brother", our Comprehensive Leave Manager product which can handle this specific need.
