Theme.css file in Portal home page not loaded

Hi guys,

I have been playing with Dynamics 365 for several days. Everything was going great, but somehow the styles from the theme.css file are not applied for the home page of my portal. They are applied for the rest of the pages. I checked the sources tab in my browser and the theme.css has not loaded for the home page. The link to the stylesheet is not present in the home page DOM tree. I was wondering how to add the link to the theme.css  styleheet back to the DOM tree?

     there was a (I believe) similar thread recently. Does not look like they marked it as answered, so I'm not sure if it's actually been answered, but have a look:

    Thank you for your answer. Unfortunately I still can't solve my issue. As far as I can understand the theme.css must be loaded in the DOM, so there should be a way to tell the portal home page to include the theme.css file. I just can't find it.

    This issue pops up from time to time on our portal site. A restart of the portal has always solved the issue so far.

    I have restarted the site several times and it didn't work. But after your suggestion I have decided to give it one more try - and bizarrely now the home page is fine. Thank you:)

    So this is normal, and others are experiencing this? Does it only covers about when doing alot of fiddling? Or is this something we'd need to monitor in production constantly?

    I had a similar issue where styling was loading when I am not signed into the portal, only loads soon after login. To resolve my issue I had to change the Restrict Read access Scope to Exclude direct Child web Files on Web Page Access Control Rule,

    >> Portals> Web Page Access Control Rules > Choose rule you want to update

    Ensure that the scope is not All Content
