I have a user who is getting an error whenever he is trying to post a PO receipt.
The error is 'User posting access denied'.
He is ableto post a Journal entry but not the receipt.

FYI: The Support Debugging Tool was discontinued back in October 2014.
GP Power Tools is available for GP 2010, GP 2013, GP 2015 & GP 2016.

The Security Profiler and Security Information windows can resolve security issues like this in seconds.

It will be to do with his security settings. As a starter, I would make sure he has the following security tasks allocated to him:
ADMIN_PURCH_020 - Purchasing Tables
TRX_PURCH_022 - Purchasing Series Post
If you have either the Support Debugging Tool (pre GP2015) or GP Power Tools, there is a security profiler that is available that you can run to troubleshoot security issues.
