Commerce licenses

does anyone know if there are still issues with custom rubles  triggering a commerce license? I have a user assigned to a role that’s triggering a commerce license and another user that’s triggering a different role triggering a supply chain management license when I look at all the entry points there’s one object that’s clearlythe same in both roles but again one user role triggers, a supply chain and one user role trigger the commerce there are no differences between the two roles, and the one object is the same and both roles. i was expecting both roles to trigger a supply chain license. Can someone tell me if there’s issues with the rules triggering a commerce license that Microsoft is aware of that is still a Bug.  i thought it was due to the ca t as the role that had less entitled menu items is less then what is in the other role and MS was triggering a commerce license which i thought was cheaper then a base scm but that does seem to be the. are since  Scm and commerce are priced the exact same way at 210 any help is appreciated

    The PPAC license report and the information on the tab page User Role Licenses of the form Licenses Usage Summary suggest one license, where sometimes a choice is possible. If you go to the Role licenses tab page, you can filter on the role and check for all SKU records if the not-entitled column is zero. In case of multiple records, for that role, you have a choice. 
    Then, once assigned a license, the licensing report will initially follow the assigned user license.

    They are all 0 others then the ops actvity which shows the same non enitled for both roles if I reove from both it will knock them down to an OPS actvity, I am still not understanding how MS calculates one for a scm and one for a commerce... I did notice that one roles has 4000 entitked objects while the other has 1200 does MS take into account the amount of non entitled objects and decide from there in there calculations what to trigger
