Can you tell me why the default buttons in a dictionary redraw when the user has the Action Pane preference set but a button defined by a third party dictionary is not?

New Info : I noticed the window upon which the buttons do not redraw into an Action Pane (or ribbon) is a modal dialog window.
Modal dialog window type is kind of entry window which has to be closed to access others in GP. There is not action pane for this.
To get action pane you need window type primary. But action pane is not getting added with the newly created push buttons.
