LCS on-prem environment apply deployable package status is stuck downloading

Hello guys , 

I am trying to apply a deployable package to my sandbox environment and this is not the first time , either the preparation is finished or failed but this time the status stuck /Downloading/  .
how can i stop it or abort it  , it's downloading for about 15 hours !
