I would suggest create workflow in the status change and then you can add the condition in the workflow if status == reactivated then do the necessary operation.

Workflows run after the record is updated so you need to check the value of status and / or the status reason
but how to get the (new) status? which field holds this info ?
i could not find a field called NEW_STATUS, please correct me if wrong.

Create a workflow that is triggered on status change.
In the workflow check that the (new) status of the case is open / a five and if it is send the enail
