When I add/remove a parameter from a custom action in crm, the metadata isn't updated. I also verified with /api/data/v8.2/$metadata to make sure. Is there any way to refresh it? If possible, not a way that would require me to restart a service on the server, I don't have access to it.

Sorry for the delay I didn't have time to test.
Publish All Customization does not work. By that I mean it doesn't refresh the metadata. To reproduce the problem :
1.Add a parameter to a Custom Action
2.Activate Custom Action
3.Browse Metadata to make sure the parameter is there at /api/data/v8.2/$metadata
4.Remove the parameter
5.Activate Action
6.Publish All Customization
7.Browse to Metadata and the parameter is still there /api/data/v8.2/$metadata

Usually the CRM Metadata Cache should be rebuilt after you publish all customizations.
Have you tried that?
You could also make a small customizations and publish - to be sure that there are some changes. Is the action also updated afterwards?
