"No create operation is allowed on purpose entity"

I get the error "No create operation allowed on purpose entity" when trying to export/import compliance profiles from one environment to another.

Can anyone help me with this? Must be able to move settings between environments, im out of ways to try and import now.

I have tried all available tools in XRMtoolbox so please help.
