Command bar missing Activate/Deactivate buttons

We have a solution we are configuring for Microsoft Cloud for Healthcare and the command bar is missing the Activate and Deactivate button for the Contact entity.

All the other entities still has these buttons, but for reason the Contact entity is missing this. We can add the Status field on the form, however if the Status is set to Inactive and record saved then the whole form is locked. There is no way to Activate the Contact record again. 

Even as a System Admin, this is not possible since the buttons are not on the top command bar. 

The solution is all OOB and has not been configured in anyway using the Ribbon Workbench or other tools.

    Hi IS16,

    You can create an on-demand workflow to replace Active/Deactive button function on the contact entity.

    Go to Settings > Process.

    1.Click New button to create.

    2.Add Steps(Condition and change status).

    3. Save and Active it.
