Dears,

i have a Dynamics 365 on-premises, and i go to Administration > system setting > Reports > and allow visualization of power bi,

but still can't create a power bi dashboard.

    Hi,

    PowerBI is only online, that means that you need to connect your CRM to your PowerBI. Then you can create your dashboards in PowerBI and show it afterwards in CRM.
