Vendor Management App Fails To Update

We run the Microsoft Nonprofit Cloud. All of our updates have been painless until several weeks ago when the Vendor Management Anchor froze on v1.1.3.0 and no amount of tinkering has been able to fix it. It has been through 3 different layers of Microsoft Support folks to no avail. It would be considered a Power App I believe.
