what is involved in updating the label (no changes to underlying tables) on a form rendered on a Dynamics portal e.g. from 'Create' to 'Renew'

I don't know what your portal looks like, but if you want to change the label on a button, you can find the corresponding page in “Lists” in Portal Management and change the name of the button.
For example,
I have such a page in my portal:
Now I want to change the label or function of the button, so I open the corresponding list:
Change the Button Label, reopen the page in Private Mode (or clear the cache):
