Is there a way for when users (person accounts) log into the B2B ecommerce experience that those users pull delivery addresses from their organization account (customer hierarchy)?

Some changes were announced around the organization account and person accounts or contacts relation. I am not sure if pulling address from Org account is one of them.

No. The individual B2B Person accounts are simply a normal customer account in their own right and all associated data belongs to that account.
