HR to enter profile info on 365 Tenant

Good day

We would like our HR to enter the user details on our 365 tenant but don't want to give them full access on the tenant, how can we change the settings to get this functionality?

We are not using a specific app, we login to the Admin Center and then do the work from there, please let me know if I understood correctly.

Do you mean users here? Maybe you can use roles for permission control.

We want our HR to edit these details, as per the picture, for all the users but there is no admin role to that has the least amount of privilege to set for them. Or is there like a type of form that can be linked for them to edit the info and it sync to 365.
