Email Templates; Security Permissions required

Hi

As a System Admin I can assign any email templates I create to the organisation.

I want non-system admin users to be able to do this.  They have the following security permissions.

They still can't share any email templates they create (case ones mainly) with the organisation.  

Why is this the case?

    You need to have Publish E-mail Templates privilege as well to share your template to Organisation:
