I'm having a pretty consistent issue where I'll assign a user a Dynamics license, but they never show up in the user list inside dynamics.

Usually it takes more than an hour or some times a day to sync users to CRM.
Maybe you can refer following links to check all:

Finally, if you still face any issue, i would suggest raising a support ticket with MS.
