Need to setup permission to create requisition on behalf of others
it is to be done as per below
1) Setup on behalf of permission in D365FO-Procurement and Sourcing-Setup-Policies-Purchase requisition permission
2) Find your employee name and add requestors on right pane
3) Now one can use someone else in requestor in purchase requisition
