    As I got to the "Installing the program code update" section of the pdf I found that you need different msp files for the different versions of GP (10 or 2010,  US English or Latin American Spanish) . Which does make sense, however I only see the GP 10 US English version of the file on customer source. Maybe it is my settings in customer source or it has not been released yet, which is possible as it was not scheduled to be released utill next week as I understand it.

    As I read through the PDF file for installing the R4 Tax Update It states: The following releases are supported in this U. S. Payroll Tax Update. Microsoft Dynamics GP 2010 and Release 10.0 on Microsoft SQL Server
