In Dynamics 365 FO, there are some forms(tables) that are restricted to upload files/documents. (Like customer invoice journals etc.)
This is by design but , by to add there tables in to the active document tables, you can enable to add files/documents.
Organization Administration -> Document Management -> Active Document Tables
You can add by table names but not the form names.
