Update: PayPal Guest Credit Card payments no longer available

This article is to close the loop after the previous articles: PayPal Guest Credit Card payments still not working and Update: PayPal Guest Credit Card payments still not working.
I have received confirmation that the Guest Credit Card payment option will no longer be available as an option to pay PayPal Invoices due to Australian Government Legislation. You can still pay with credit card, you just need to login first.
PayPal Customer Support (and the PayPal Executive Escalation team) have confirmed that PayPal will no longer accept Guest Credit Card payments due to policy changes to comply with the Australian Government’s Anti-Money Laundering and Counter-Terrorism Financing Act.
Your payment options now are to either use a PayPal account (just quickly and simply create the free account and link the desired credit card to it), or via Bank Transfer / ACH (Bank details on the Partner Portal, or available on request).
PayPal will be making changes to their system that will provide a message explaining the issue rather than the unhelpful previous message (shown below):
Below is the last response I received:
Hello David,
I apologize for the issues this has caused both you and your customers. Our development team has made a change that tells customers attempting to pay via guest checkout on an invoice that due to new regulations they will need to have a confirmed PayPal account in order to pay the invoice. The new message is now rolling out.
Thank you for choosing PayPal,
John
Just a reminder that we cannot accept cheques/checks as they take up to 5 weeks to arrive, 5 weeks to process and cost $100 in fees.
I am sorry for any inconvenience, but this change is beyond my control. I will be updating my websites and invoices accordingly.
Regards
David
