Business Application ISV Overview  Build standalone business applications with the Power Platform to reduce costs and development time or Extend the functionality of a Dynamics 365 first-party business application or Connect   existing web applications to first-party Dynamics 365 applications or the Power Platform. (cloud-based Dynamics 365 Marketing, Sales, Customer Service, Field Service, Commerce, Project Operations, or Dynamics 365 Finance and Operations.)

 

Publishing a Customer Engagement offer type as a connector would require joining ISV Connect there are other options to publish connectors though, like the Connector marketplace

For example, Power App connector packaged and published as Customer Engagement offer type to AppSource is in the ISV Connect program

Power Automate connector published via the connector marketplace is not in ISV Connect

 

While Azure Logic AppsMicrosoft Power Automate, and Microsoft Power Apps offer over 325+ connectors to connect to Microsoft and non-Microsoft services, you may want to communicate with services that aren't available as prebuilt connectors. Custom connectors address this scenario by allowing you to create (and even share) a connector with its own triggers and actions.

 

Also note:

Anything published by a non-Microsoft publisher that is a Customer Engagement / Power App or Finance and Operations offer would be auto enrolled in ISV Connect if it has passed certification within Partner Center its auto enrolled.

Partner Center will lock ability to edit or publish CE or FO offers until the addendum is signed.
