If you have installed Windows updates and you are having problems stopping & starting your AOS services. For example, the service stays in the starting or stopping status for a long time, see information below.
There was a Security Quality Rollup for Windows Server 2012 R2 update KB4338815 that caused the issue. If you have removed this update to resolve the issue, you can now reinstall it so that you don’t leave your servers vulnerable.
Microsoft has released another update that resolves the issue caused by KB4338815 in Preview of Monthly Quality Rollup for Windows Server 2012 R2 KB4338831.
They later released KB4343898 which includes fixes from KB4338831.
You can go to Windows updates and install this update from there. If you don’t see it in recommended update section check your optional updates.

I have added one additional things to the 3 issues listed in the 1st article by Microsoft. The last one is an issue in my environment and it may be due to other factors.
Microsoft has not recognized this as an actual issues due to the KB4338815 update. However, in my environment the issues started after installing KB4338815 and it was resolved after installing KB4338831 or the later release KB4343898.
