Did they change spacing rules for dividers in Classic Outlook or the Dynamics Email Editor?

We use customer insights journeys for our Internal and External email communications. Our internal employees largely use various versions of Outlook. Starting this week, anyone with "classic Outlook" is seeing a weird space any time we include a divider in the email. This is not an issue for new Outlook and I can verify that our previous emails that included this same divider had no issues. 
 
To confirm it's not a "copy of an email HTML" issue, I added a divider to our template and am still seeing the random space getting added below the divider when I do an email preview for Outlook 2013. Is this some weird new setting that they implemented?
