Full LP move with Location Directives generates multiple Put steps

Hi everyone,

Business Context
Our objective is to use Movement by Template as a way to guide inventory to the appropriate storage area after goods are received from a Purchase Order.
Depending on the product characteristics, inventory should be directed to specific warehouse zones or storage locations. The destination may vary based on factors such as:

Product type
Storage zone
Location directive rules

For this reason, we would like Dynamics 365 to evaluate the configured Location Directives and automatically determine the most appropriate destination location for the inventory.
At the same time, we want to leverage License Plates so that operators can move an entire pallet as a single handling unit.

Expected behavior
When moving a full License Plate using a Movement by Template mobile device menu item, we would like the operator to:

Scan the License Plate ID.
Have the system evaluate the configured Location Directives and determine the appropriate destination location.
Enter (or scan) the destination location.
Have the system move the entire License Plate in a single transaction by leveraging location directives.

A parameter "Full LP movement policy" on the mobile device menu item appears to support this behavior, but it does not seem to work as expected.

Current behavior
Although the worker scans the License Plate once, the system keeps requiring the Put step for each individual inventory transaction on the LP.
For pallets containing multiple serial numbers, the operator must therefore confirm the destination location multiple times, which significantly reduces the efficiency gains expected from LP-controlled movements.

Question
Is there a standard configuration that allows a full License Plate move to be processed as a single move transaction, regardless of the number of serial or batch numbers on the LP?
Are there any specific parameters, work template settings, location directive configurations, or license plate handling options that need to be enabled to achieve this behavior?
Has anyone successfully implemented a similar process?
