Business Process Flow categories change name?

So although when customizing BPFs, I'm trying to add a stage in between 2-Develop and 4-Close so we can more easily sort in Pipeline Phase.
However, 3-Propose seems to be the choice. Although we can alter the Display Name: "Signing" for example, but it still shows as 2-Develop.
 
Is there any way to add and/or modify the category names? 3-Signing?
