How can I access the Microsoft Sustainability Manager ?

As per the above article Microsoft going to depreciate the API and suggesting to use the Azure carbon optimization. But Azure carbon optimization tool won't give the detail emissions like local based emissions, water and waste.

how can I access the Microsoft Sustainability Manager dashboard using the API, Is there any API available if I take the paid version? If it is available then basic tier and premium tier people can use that API?

please provide the information regarding the API
