We planning to install 'Approvals management' app for our d365 f&o environment , but it is not showing in Power platform admin center to install. To install this we are following below Microsoft document.

We planning to install 'Approvals management' app for our d365 f&o environment , but it is not showing in Power platform admin center to install. To install this we are following below Microsoft document.

In the above document they provided document for licenses, but I didn't see anywhere in document about 'dynamics 365 approvals management' licensing. What are the licenses required for 'approvals management' app to be visible.
I followed below points to install the 'Approvals management mobile app' as per Microsoft document.

1.My environment installed version is 10.0.46, in article they said 10.0.41 or later.
2.The article states that the app is available in regions that support Power Apps and Supply Chain Management, and our environment meets this requirement.
3.Our F&o environment is already connected with data verse environment
4.We enabled this option "Allow publishing of canvas apps with code components" in my environment in ppac.
5.But app is not showing in power platform admin center for my environment.
6.I have 'sys admin' and 'sys customizer' and some other roles in the PPAC for the environment which I am trying to install this app.
6.I'm suspecting it is due to any missing of license to user level or tenant level.
Can anyone guide on this.
