AP invoice is over the budget, but the system wouldn't block the transaction

Hi All, 
The Budget Register shows the budget for this account in yellow is $5000.  The AP invoice journal is $2 over the budget (screenshot 2), but the system didn't block it. 
The Budget Control Rule is one account and 1 cost center only, yet it's still failed to give warning or block the transaction.  Am I missing something?  Thanks so much!
