Hi Question for those with experience in a subject related to SQL server

I have a system running OnPrem and the database is on the same server in SQL server and this is the

content of the file ( app.json )

content of the file ( launch.json )

I want to use SQL dotnet It and gives me the following error:

I changed "Cloud" to "OnPrem"

The error is solved and it gives me (Success: The package is created.)
But when I run RUN it gives me the following error

What is the problem and how do I solve this error because I have to use dLL sql server?

It looks like a problem with the Target Level settings.
