Warehouse Receipt - Qty to Receive default behavior

I have been testing warehouse receipts and have determined that the behavior of the default value for qty to receive changes when the purchase line has an over-receipt code. When the code is blank on the purchase line, warehouse receipt qty to receive = 0, but when an over-receipt code is present, the warehouse receipt qty to receive = remaining quantity. 
My question is which behavior is standard, and is the differing behavior expected or a bug?

    This is not a standard behaviour.
     
    By default the system takes the Outstand Qty. of that line as Qty to Receipt. So it will always be Outstanding Qty.
    However you can do customization to change this behaviour if required.

    Hello,

    When a Purchase Line has no Over-Receipt Code, Business Central assumes warehouse users must explicitly decide what to receive, so Qty. to Receive = 0 on the Warehouse Receipt. When an Over-Receipt Code is present, BC assumes receiving the full remaining quantity is allowed and intended, so it defaults Qty. to Receive = Remaining Qty. This logic was introduced when over-receipt handling was added and is meant to reduce friction for scenarios where receiving more or all remaining quantity is valid. So the differing behavior is intentional and driven by the over-receipt rules.
    Bottom line:
    Blank Over-Receipt Code → conservative → Qty. to Receive = 0
    Over-Receipt Code present → permissive → Qty. to Receive = Remaining Qty.
