Tax calculation based on unit

Hi Experts,

I have a scenario where i have to calculate tax (Duty) based on Unit and than add tax percentage for the invoice amount plus duty tax.

Example: Invoice amount 1000

Duty(per Unit). 20

Total 1020

Tax(%) 15% on 1020

is there any way this can be achieved through standard sales tax setup.
